Country income classifications are based on World Bank classifications as of January 2011. Fragile states are defined as countries characterized by political instability, weak institutions, and poor governance as measured by the World Bank’s Country Policy and Institutional Assessment (CPIA) ratings. These countries often are affected by ongoing violence.
