Donor funding for CTs

In addition to the domestic funding that most programs will ideally use, a major potential funding source for CTs is clearly donor financing. Several Sub-Saharan African countries have begun CTs using only funds from development partners. Those involved hope that once a small pilot has proven its merit, the government will begin and gradually expand funding for the CT from its own revenues. Malawi and Zambia have both taken this approach and had limited, but increasing, success at gaining the necessary government backing to meet program goals of scaling up. Others have had more success with CTs by using a combination of government and donor funding from the outset.
